I use Microsoft's Onenote to clip web images, and use them in my blog. Can anyone tell me of a web-based application for clipping and storing web images?

There are two applications that I think will do what you're looking for:

www.google.com/notebook/

and

www.Esnips.com is also good for clipping web images. If you add the esnips toolbar you can also crop the images right there in your browser window and then upload them to your esnips page.
The Flock browser (based on Firefox) is cool for this. There's a web-snippets bar, also a good RSS aggregator and Flickr integration and one-click blogging.
