What are the factors that prevent institutions to embed ICT in teaching and learning?

I think following factors need to be considered to embed ICT in teaching and learning successfully. But more insight and feedback is required from all members to make it more effective and robust.

1. Conducive Curriculum

2. Trained staff

3. Resources

4. IT skill training

5. Collaboration while planning lesson

6. Exposure to international discussion forums for sharing and improving methods of teaching and learning

7. Feedback from learners

8. Learners as co-creators and co-planners

9. effective and focused assessment criteria

10. Appropriateness of ICT tool

I agree with you,using ICT in institute need money investment.institute still are not sure whether ICT is efficient for all the students.

Thanks for, seconding the factors. I am currently enrolled in CIE DTWICT program and above mentioned factors are based on my findings and what I have noticed in my institution. Obviously it seems world over, and as ICT integration is a new rage in teaching scenario so framework for supporting ICT integration is loosely knit.
