Imagine how the town would of been if Joe wouldn't have managed it.

If Joe never managed the town, the town wouldn't have developed. People would never have moved to the town. Someone else would of had the opportunity to become the mayor of that town.

You raise a great question. It is very possible from his actions, that if he hadn't gotten the position, he may not have been as controlling. I believe it was the power over the city that made him feel powerful over everything. This may have also created a situation in which he and Janie may not have made it as long as he did. This is made more evident in his desire to have her as his "trophy".
