Who needs more assistance and tips on change?

I am writing a book about using taoist and other ideas to help teachers change the tenor of their in school, and perhaps, out of school experiences. Who needs more assitance and why? I am beginninr to think administrators need mroe assiatnce to undersatnd staff, however, I have experienced and seen and heard many angry educators. Can someone help?
