I don't specifically have a plan to break the ban, but I was perusing some of the links in the resource you posted and they were great! I found the sample cell phone pilot plan to be really useful. I think starting small with a very well-thought out plan is key to erasing the ban. I'm sure since you posted this link you've looked through the documents and sites linked to the strategies link you posted, but this pilot plan was really detailed and a great starting point.

I also think breaking the ban is not a one-man job. It might be smart and useful to get a group of people to begin working on a proposal that would be given to the district tech department and/or administration for approval. In addition to having a detailed plan, its also important to collaborate with others about management strategies, the AUP for cell phones, and parent information.
