The Hong Kong system is such that people can do their preservice teacher training (either as an undergraduate degree, ie, a B.Ed., or as a one-year postgraduate diploma) prior to becoming a teacher, or start teaching immediately after getting a degree and then do a two-year part-time teaching diploma. The other questions you asked are meaningful but big questions. I hope I'll be able to address these in my blog in the near future.

My students use computers individually, usually, when they need to write something, such as an essay on Google Docs. That said, setting up computers and making sure that all documents are shared properly can be quite a hassle, too much of hassle sometimes, I believe.
My students are local students who have been learning English formally for at least a dozen years, and whose public exam marks were mediocre at best, which at CityU requires the students to take our ELC courses -- they are "regular" mediocre students.
