Share 'Online forms'

Hi, I am the new IT person in my district. The superintendent wants to go "green". We have adobe 9, and I changed the form to it so that you can write in the fields. But, I dont know how i make it so that all internet users can access it and fill it out. He would also like them to submit it to the proper person, rather than saving and emailing. Any help would be greatly appreciated!
