What is Quality Education?

hello this is furqan from islamabad,Pakistan.well my topic is about the quality.
first we have to know that what exactly Quality is.well according to be being a student i beleive that in quality we talk about the homogenious things.that every thing we are providing or getting is same for every one.
Now i am coming to my point that what is quality Education.well my point of view is this that in quality education we are giving equal eduation atmosphare to students.
but seriously this qulity education is not in pakistan and i beleive not in other countries also
What is your opinion ?
