Teaching Technology to Teachers

Who can teach technology to Teachers?

In this discussion forum, I read views of many educators
expressing that they were not trained or not sufficiently trained
in using technology. Some expressed that it is the role of
EduTech Specialists (Computer Specialists) and teachers need to
take support from them for any computer related work.

In this connection, I express my views as below:

1) Why not talented teachers take the role of
EduTech Specialists and use technology in their school extensively.

2) Why not Teaching Technology to Teachers taken up
as a separate project, wherein computer specialists, elite
experienced teachers, instructional designers, e-learning specialists
should be involved to design a Technology Course for Teachers.
3) Why not only Experts teach teachers the use of technology?

4) Why not District / State administration should have specific plans to train teachers in technology and to cover as many teachers as possible ?

How many suggestions more we can list out like the above ?
