Barriers faced while embedding ICT in teaching and learning

I am teaching grade 2 in a well known school in Pakistan. I always try to embed ICT in my teaching where it is needed and required, but sometimes I face many difficulties like shortage of resources, power out and many more. I want to know what barriers prevent other institutions(in other areas of the world) in being able to embed ICT fully?
