Barriers that prevent some institutions in being able to embed ICT fully

I am a teacher from Lahore Pakistan. I am working for Beaconhouse School System. Since last few years we are focussing on embedding ICT for learning but are facing great problems; the greatest being teachers' reluctance to use ICT. They feel that if they will use ICT, there will be no time left to complete the syllabus. Kindly talk about the barriers that prevent embedding ICT in institutions.
