I am looking for a recommendation for a blogging platform.  Ideally this would be a platform that is free and can be hosted on a district server (but not absolutely required).  We would want the ability for the system  to host multiple blogs for both teachers and students, be ad-free and also have ability to moderate and have fairly deep admin controls, filters, etc...

Recommnedations are appreciated...

Thank you.

Are you a Mac district? If so 10.5 or 10.6 server has a built in blog/wiki/podcast server which is ideal for this and ad-free.

It's going to be hard to find something that meets all those requirements, my favorite free blogging solution for students is http://kidblog.org/home.php of course Gaggle works too and is free w/ ads or $3.00 a student w/out https://gaggle.net/

Another paid solution is Edublog Campus

Hope this helps!!
I used to use classblogmeister.com. It's not as pretty as some of the other blogs out there, but it's free, ad-free, SUPER simple, and kids can customize their blogs. (It was created by David Warlick.)

If a lot of teachers and students are going to be using it, you might consider setting up an Elgg community for your district. It's free and open-source, but you'll need someone on the back-end to set it up. Saugus USD in California created an Elgg community for all its students, and made it public (you can keep it password-protected, if you choose).
For a blog, I would strongly recommend WordPress, it is an incredible Blogging CMS and is free and should be as easy to install as any other system on your server. Check it out at http://wordpress.org/ and installation directions are shown at http://codex.wordpress.org/Installing_WordPress
