Exemplary 21st Century Learning Districts

I am gathering research on exemplary districts in the United States who have an effective vision of 21st century learning and have documented how student achievement has been improved. If you are aware of model programs, especially those that effectively use 2.0 tools please share them. I am especially interested in those with a strong research base.
