How are FE institutions/Sixth forms going to enforce attendance with the new school leaving age increase?

Does anyone have any info on how FE institutions or Sixth forms are going to do this?

There is lots of info on provisions for schools doing this in the Education and Skills Bill 2013, but I can't seem to find anything on how other providers are meant to go about policing student attendance.

Any info/links/thoughts greatly received :-)
