How can we evaluate and embed the use of ICT in teaching and learning ?

I am a teacher and these days I am practising the integration of ICT . When I exchange the information about the use of ICT from my colleagues usually I get the feedback from them that

  • Information communication technology can stimulate the development of intellectual skills
  • Technology can contribute to the  ways of learning knowledge, skills and attitudes. 
  • ICT encourage spontaneous interest more than traditional approach.
  • Learners using  technologies concentrate more than those in traditional settings.
  • It provides deeper learning etc.

Despite these factors there are some barriers which are preventing my institution in being able to embed ICT fully.

My institute has taken the initiative of E-TAC this  year and is fully equipped with technology.

The teachers do agree to the benefits of the use of technology in teaching and learning but are reluctant to actively take it up in their own practice. 

May be the benefit to learners of using new technologies is greatly dependent, at least for

the moment, on the technological skill of the teacher and the teacher’s attitude to

the presence of the technology in teaching.

Here I would like to know that how can we remove these barriers?

What actions are needed to evaluate and embed ICT as a core element of its practices in teaching and learning?

Suggestions please!
