PD Newsletter for Secondary Instructional Technology

I am an Instructional Technology Specialist for a school district (secondary grades) and want to create a type of newsletter to send out to the buildings I work with.  Although Publisher would work, I was thinking about moving towards the web 2.0 direction.   That is, finding a site that will allow me to construct my newsletter and send a link to principals / buildings.  Can anyone help me with possible sites that would help me with my quest?  Are there any examples out there of PD people who have done something like this? Thanks.
