With the goal of increased use of technology by high school teachers, how do you prioritize the many resources available and also maximize allotted building time used for the purpose of finding and implementing these sources?

Interesting question and one that needs to be answered! I know in our district I get a weekly list of apps that could be useful and great resources but I hardly have time to research and build something with them. It seems to me that there is a need for sorting and identifying only a few resources that will make the greatest impact.
That is a great question that I struggle with. I've decided to commit an hour a day to creating and maintaining my Haiku site, and incorporate all of my go-to resources in that one location. I use Edmodo, Google Drive and Docs, Todays Meet (for a back channel), Grade Cam for tests...though I still haven't explored the assessment options in Haiku, and Class Dojo for classroom management. BrainPop is great for introductory videos and activities on so many subjects. They are cartoons but the middle school kids love them and they're very well done. They are appropriate for high school as well.
