Characteristics of a high quality reading program

Being an administrator moving through my first implementation of a new reading series, and the change of my fifth and sixth grade programs from an chunk of teaching English to increased time so we can teach Reading and ELA. Regardless of the grade level(s), what are the qualities of a good reading program?
