I just attended a conference that really changed the way I define what is a reading skill and what is a reading strategy. My school always used to label inferring, summarizing, etc. as strategies, but after hearing Jennifer Serravallo talk, she called those things skills, with the understanding that the strategy is the tool you use in order to perform a skill.
