Google Forms for Voting

Hi All,

I didn't see this question previously posted and I'm sorry if it is a little "newbie" of a question. Just direct me to the existing thread if it has already been asked. My school is looking for an easier way to do Homecoming, Prom, and Student Council Voting. I was thinking of a Google form, but I realized two problems. Can I make it public since not all students have a gmail account? Secondly, how do I guard against more than one vote? Has anybody done this before?  Thanks in advance for any help.
