This is a huge undertaking but you do have many of te essentials of pbl. I do have a couple of suggestions. First shape an essential question or driving question - you might write a leter from the committee charging the group with a task. Next make sure you define group or team roles, set checkpoints along the way, there needs to be some formative assesment, and it wuld be great to include some community involvement by narrowing own some of the topics. Just some thoughts.

Thanks, somehow I missed the email alerting me to your comment and just saw it.  I'm going to have to put some thought in to some of your suggesetions--I like the letter idea in particular.
