I think I understand the issue. If I am correct, you are looking at the link to the Connect 2 Texas Website. Connect 2 Texas hosts programs for many institutions, not just the Bush 41 Library, and some of the other institutions are not free.
To find the Bush Library Programs, click on "search programs" at the top of page, then, in the "Provider" section in the search engine, select the George Bush Library. That should direct you to the free programs. Let me know if that helps.
