Just subscribed to Gliffy for the princely sum of $20US and am very impressed with this online concept mapping application.
I have been looking for a low cost alternative to Inspiration and have experimented with a number of them, and found Cmap to be excellent, and free.
However Gliffy has a significant advantage in being an online application with very good tools is a very polished product. There is a collaborate function that allows for sequential but not simultaneous collaboration.
A feature I think is essential is that Gliffy is not a single-hierarchy concept mapping tool. Many of them only allow you to have one 'tree' in a chart. Gliffy, Cmap and Inspiration allow you to do whatever you want.
Free membership only allows 5 charts at a time, but that is plenty for many users. They have to be public too.
