I am looking for a forum where 3rd grade children could create a virtual model of Cincinnati. I would like for the students to be able to be able to click on the icons that they add to the model and have the ability to hear a voice recording about what the icon stands for. I want the students to be able to add things such as the river, modes of transportation, buildings, areas where people have migrated.

Any ideas?

You can do some of these things with Google Maps or Google Earth. Hopefully someone with more experience with these programs might elaborate on what can be done. :)
Thanks so much for the suggestion. I am still playing around with Google Earth. I think I may copy and paste an image of Cincinnati into Power Point and add voice from there. Thanks!!!
I agree that something great could be done with Google Maps or Google Earth. Here are some other ideas:

For an artsier option you might try hotspots using flickr. I'm a very visual person and this is one of the coolest applications I've seen using Web 2.0 tools.http://flickr.com/photos/ha112/234233755/ Students could take pictures of different neighborhoods and comments could be made.

We went on a walking tour this fall and did an website, that could be another option. http://connections.smsd.org/tour

Final idea if you had Moodle you could start a glossary of local buildings, statues, etc---the glossary option allows for comments.
I'm from Staci's district and I believe Flickr is blocked. :0( Thankfully there are some other possibilities out there, including Moodle which we are fortunate to have in our district.
In our district flickr can be unblocked by albums. Here is a recent find on flickr that cracked me up Bears in Ill-Fitting Hats.
