We are trying to convince the powers that are to give us space for a TV studio/video editing place.
(Yes I know how far behind we are.) We have several handheld cameras in the school, the school is wired for cable, we have software for editing, students will be getting laptops soon.
If you had $8,000 to spend, where would you put the money?
We have just gotten up and running a few months ago and wish I had that much of a budget. Here is the product of our studio - http://www.nscsd.org/webpages/wtv/resources.cfm. We simply purchased a few cameras, a firewire card, a new PC, and Adobe Visual Communicator 3 - http://www.adobe.com/products/visualcommunicator/. We save the file and archive it to our school website. In total - we spent only around $2000 for the whole thing. The studio is a small office with the wall painted green. The software will build sets virtually. We do not have this equipment but is a great site for info on studios - http://www.newtek.com/tricaster/education.php
