Wondering if anyone knows of a web-based tool or technology that allows students in a given class to upload and share short (5 min.) videos. 

I believe YouTube used to have group functionality that could have fit the bill but I understand that functionality is no longer available.

school tube allows teacher to create a class channel. Students can upload videos that are then moderated by the teacher before they go live. This is all free.

Thank you for the suggestion.  I will check to see if schooltube will meet the need for individual student privacy.  See my question below.

I am also looking for a way for students to post and share their individual projects by sending a url and password to family members without being accessible to the work of everyone in the class.  Is it necessary to create individual accounts for every student vs. a class account on whatever host?  If so, I need suggestions for host sites which would provide this. At this time the students are elementary grades 1-5, 50 students total, with two or three small projects each, less than 2 minutes each.
