I am intrigued by suggestions that students should learn how to design and build an app or apps for the universe of "i" devices out there. Does anyone know of an application out there appropriate for High School students to do so? Something with the same capability and cost (e.g. free) as appbreeder - which is not operational - is what I am hoping to find. Thanks.

Unfortunately, I do not have an answer to this, but I am certainly intrigued by the concept. I hope someone is able to help you out with this and answer your question.

I have never used it but I am going to play with this in the summer and try it out next year.

App inventor from Google labs is what you are looking for. It is fairly intuitive. It does not require programming language knowledge. It comes with a phone simulator to test your apps. The apps are built with logical puzzle pieces very similar to scratch.

App Inventor by Google allows students to build apps for Android devices.

The iPhone Developer Program is available for Apple devices, but it costs $99.

For basic video game creation, you can try the FREE programs Kodu Game Lab, Gamestar Mechanic or Alice.

I recently wrote a blog post about video gaming in education that includes more information on all these tools, if you're interested.

Good luck!
